Job Description of Manager/Assistant Manager – HR (Welfare Officer)
Purpose of the Job:
To ensure proactive resolution and documentation of all welfare, safety, and other provisions for all
non-management employees of the manufacturing Unit as mandated by the respective statutes. The
role also manages initiatives on Employee Welfare, statutory Compliance for ITC non-managerial as
well employees of service providers. The incumbent will also work as the departmental in charge for
Canteen and Ambulance room. Administration of various factory processes like Apprentice,
Statutory Compliance and Overtime, liaising as per the calendar with the respective government
officers etc. will form a key component of the incumbent’s responsibility areas.
Location: ITD Factories (starting with Kolkata)
Specialization: MBA – HR (Degree in Labour and Social Welfare or in Personnel Management (MSW)
is preferred)
Key Deliverables:
1. Ensure compliance to all Statutory requirements. Conduct regular review audit and
improving upon the existing SOPs to ensure contemporariness as well as appropriateness.
Ensure all changes in the statutory provisions are immediately incorporated into practice as
well as documentation wherever necessary.
2. Coordinate all relevant and required ESP (Employees of Service Providers) related activities
for the factory and ensure all possible compliance upholding the guidelines of ITC approach
to Employees of Service Providers.
3. Provide guidance and support to the other departmental managers (Engineering and
Production) in ensuring statutory requirements are met - Contract Labour, Apprentice, other
Labour Law requirements etc.
4. Work as the departmental in charge of Canteen and Ambulance Room to ensure timely
procurement, proper accounting, adherence to safety hygiene and legal standards. Ensure
smooth operation of Canteen and Ambulance Room with appropriate technological and
managerial interventions.
5. Ensure facilitation of discipline processes including domestic enquiry
6. Ensure the apprenticeship training is completed successfully as per statute.
7. Coordinate EHS related activities for the department and ensure compliance
8. Assist HO, Legal and HRM in legal cases in terms of data gathering, facts, application of legal
principles etc.
9. Ensure administration of welfare schemes as per laid down rules and conduct regular
meetings for proper utilization of the said schemes.
10. Ensure effective administration of employee medical benefits and maintain the relevant
database.
11. Organize Welfare events to ensure connect with the Workforce and its families.
12. Undertake relevant projects from time to time to improve service level efficiency and
economy.
Experience:
Experience of 5-10 years of experience as a Welfare Officer with administrative
responsibilities in a manufacturing unit, preferably employing more than 1000 on- roll
employees
A knowledge of MS – Word and MS- Excel is preferred.
